Senior Technical Programme Manager

Location: Flexible. Primary base could be anywhere in the UK, but must be willing and able to travel to London and elsewhere

Salary: £70,000 - £80,000, dependent on experience

Purpose of the post

The postholder will be responsible for technical programme and project management across a number of projects, initially focussing on [Employer hidden — sign up to reveal]'s newly established programmes and partnerships related to brain health and neurodegeneration.

The postholder will not only have exceptional project management skills, but also technically be able to understand and articulate the infrastructure solutions being used and guide teams in implementing these solutions, whilst not losing sight of overall project aims.  They will be able to collaborate and work with vendors, partners and the [Employer hidden — sign up to reveal] Technology Ecosystem team members in addition to senior leaders across the Institute.  They must be able to manage complex projects, steering software development and enhancement processes, understand and drive key technical requirements, as well as finding solutions to problems and promoting integration and interoperability across our portfolio of neurodegeneration projects and the institute as a whole.  Re-use, assemble and not build is the mantra.

The role will cover aspects such as trusted research environments, metadata catalogues, integration, federated analysis, data standardisation along with information governance and requires broad understanding of biomedical, healthcare or health data research space.

This is a unique and exciting opportunity to work with key partners both externally and internally to drive projects with innovative technical componentry that develop solutions and partnerships that improve access to health data for research and innovation that has the potential to transform lives.

Main responsibilities

  • Guiding the project management and technical delivery of brain health and neurodegeneration projects.
  • Provide a single co-ordination point for brain health and neurodegeneration technical solutions, driving synergy across projects.
  • Working directly with funders and senior management to report on progress and devise solutions to roadblocks and issues as they arise.
  • Working with internal and external partners to coordinate cross-programme activities, identifying and tracking interdependencies.
  • Facilitating project management and technical meetings, ensuring relevant stakeholder contributions and feedback are incorporated.
  • Tracking and maintaining key deliverables throughout the project.
  • Proactively managing project risks.
  • Work with partner communications and engagement teams and commission suppliers to develop and implement high-quality channels and content for communication and collaboration.
  • Work with senior leaders across our initiatives and partner organisations to support further funding applications, bringing the ability to evaluate technical and sizing aspects and resource requirements.
  • Support financial and contractual commitments, liaising with the [Employer hidden — sign up to reveal] Finance and Contracts teams.
  • Coordinate of key stakeholders’ involvement at appropriate stages throughout the programmes of work.

Other Responsibilities

  • Support development of reference communication materials such as standard presentation and comms decks.
  • Be prepared and able to work flexibly to support colleagues as needed, adapting to a rapidly evolving environment and emerging priorities.

Experience

Experience

  • Significant experience working in the biomedical / health research sector leading technical project delivery.
  • Demonstrable success in developing and managing technical products and teams.
  • Strong project management experience in an agile delivery setting.
  • Demonstrable success in delivering complex programmes with multiple components and many collaborating organisations in a fast-paced environment.
  • Supplier management experience, especially in software delivery.
  • Facilitating meetings and delivering presentations.
  • Organising and managing workshops and events.
  • Communicating effectively with range of stakeholders, including written communications (e.g. news stories, case studies).
  • Collaborating across teams and/or organisations to help create and deliver shared goals.
  • Demonstrable broad technical knowledge and understanding of topics such as cloud computing, trusted research environments, data safe havens, data standards.
  • Ability to identify technical needs and deliver workable solutions.
  • Networking, negotiating, and influencing stakeholders and teams.
  • Experience of working directly with senior leaders, working effectively with humility and confidence.
  • Autonomous and distributed team working.

Desirable

  • Experience of multidisciplinary team working
  • Awareness of health data research landscape, the needs of research data users and data custodians and appreciation of public sensitivities of using sensitive data for research

Skills

  • Broad range of technical knowledge in the software development space
  • Knowledge and application of a range of project management tools such as Trello, Jira, Monday.
  • Excellent planning, organisation and time-management and project management skills with a proven track record of delivering multiple challenging projects on different deadlines.
  • Ability to build and maintain momentum across project teams of multi-skilled professionals.
  • Excellent stakeholder engagement / account management including ability to network, negotiate and influence effectively with range of stakeholders.
  • Excellent communication skills, written and verbal, including the ability to explain concepts without technical jargon and communicate confidently with people at all levels.
  • Ability to build relationships, negotiate and influence effectively.
  • Organisational skills, with the ability to manage competing priorities in a fast-paced environment.
  • Ability to work accurately with attention to detail.
