Job Summary
The Sourcing Manager for Clinical Devices and Health Services will provide procurement advice and delivery of procurement activities working closely with colleagues across the Trust. The job holder will work with a wide range of stakeholders in Clinical Directorates, Research and Innovation, North Thames Genomics Hub. The job holder will use competitive tendering and leverage the Provider Selection Regime for health services to deliver value for money for the Trust. They will also advise on Standing Financial Instructions and Scheme of Delegation to ensure these are appropriately understood and implemented. Delivery of savings working collaboratively with stakeholders will be an integral part of the role.
Main Duties of the Job
- Manages a large and complex portfolio of procurement projects, including those with specialist clinical requirements, leading end-to-end sourcing activity from market analysis through to contract award using Atamis.
- Negotiates high-value, complex contracts with diverse suppliers, including medical device providers, service suppliers, and other NHS organisations.
- Provides expert insight on market trends and supplier behaviour, promoting competition, innovation, and value for money while ensuring alignment with NHS frameworks and procurement best practice.
- Oversees contract development, approvals, mobilisation, and ongoing supplier performance management, supporting contract managers to address underperformance and ensuring all changes comply with the Procurement Act 2023.
- Maintains accurate contract records within Atamis and ensures robust governance.
- Ensures full compliance with Standing Financial Instructions, Scheme of Delegation, the Provider Selection Regime, and wider procurement legislation.
- Drives delivery of cashable and non-cashable savings (minimum 4% annually) through data-led category strategies, collaboration with NHS Supply Chain, and stakeholder challenge to prevent non-compliant procurement activity.
- Builds strong stakeholder relationships, proactively identifying procurement needs and aligning solutions with operational priorities.
Person Specification
Academic/Professional Qualification/Training
Essential: University degree or CIPS qualification at Level 5; Specialist expertise in procurement and contract management via further training or equivalent experience.
Desirable: Government Commercial Organisation (GCO) ADC accreditation at level Commercial Lead and above.

Experience/Knowledge
Essential: Procurement experience in public sector; Knowledge of public procurement regulations including Procurement Act 2023; Experience to identify and deliver savings; Familiarity with Atamis or similar e-procurement tools; Experience managing end-to-end sourcing.
Desirable: Experience in clinical category; Understanding of Public Selection Regime.
