Development Consultant (Lead Software Developer)
[Employer hidden — sign up to reveal] is seeking a Development Consultant (Lead Software Developer) on a fixed-term contract until 31st December 2027. The role is based at Portsmouth Hospitals University NHS Trust Corporate Hub or [Employer hidden — sign up to reveal] sites. Salary: £57,528 - £64,750 per annum (Band 8a). Full-time, 37.5 hours per week. Closing date: 10 May 2026.
Job summary
The SCS has embarked on a journey to share digital solutions across the trusts to improve patient outcomes and the experience of delivering care for our patients. The long-term objective is to share a single EPR across the 4 acute trusts (including [Employer hidden — sign up to reveal] (IWT), Portsmouth Hospitals University NHS Trust (PHU), Hampshire Hospitals NHS Foundation Trust (HHFT), and University Hospital Southampton Foundation Trust (UHS)).
Main duties of the job
- Act as the lead developer for specified software products, feature developments and integration of Trust systems, data and medical devices.
- Act as a technical lead for the delivery of software developments, integration and sharing of data between applications utilising Agile methodologies.
- Engage fully with stakeholders, Trust staff, and third-party suppliers.
- Proactively contribute to deliverables and manage risks.
- Support team members in delivering objectives.
- Ensure approved budgets are spent effectively.

Job responsibilities
- Provide the lead technical developer and product manager roles for projects requiring software development, integration of systems, data and medical devices.
- Facilitate smooth delivery of all projects, enhancements and operational support.
- Work closely with Trust Staff, suppliers and other IT functions to define requirements.
- Provide Product management for specific software applications and manage product backlog.
- Represent the user within 'user stories' at sprint planning sessions and participate in SPRINT retrospectives.
- Identify opportunities for internal development or external solutions.
- Take a lead role in delivering the technical strategy.
- Drive consistent standards and approaches, write clean and well-documented code, build reusable libraries, design database schemas.
- Undertake system maintenance and support including end user support and training.
Person Specification
Experience
- Essential: Professional experience of software requirements gathering with at least five years' experience within an enterprise IT environment.
- Essential: Well-developed experience of building, managing and developing relationships and working through other teams.
- Desirable: Wider experience within the NHS, particularly in the acute hospital sector.
Skills and Knowledge
- Excellent organisational, planning and time-management skills.
- Excellent interpersonal and explanatory skills.
- Excellent verbal and written communication skills.
- Good presentation and negotiation skills.
Qualifications
- Essential: Degree level qualification or equivalent in IT or related field.
- Essential: Specialist IT qualification covering database and software engineering (e.g., Microsoft certification).
- Essential: ITIL Foundation Certificate.
- Essential: Evidence of continuing professional development.
- Desirable: Certified Scrum Product Owner (CSPO) or equivalent.
- Desirable: ISEB Testing Certification.
- Desirable: PRINCE2 Foundation/Practitioner.
- Desirable: Registration or membership of a professional body with IT accreditation (e.g. British Computer Society).
