About the Role

The CPMO Delivery Lead is a senior organisational leader responsible for driving excellence across the Council’s strategic portfolio. Key responsibilities include:

  • Leading development and improvement of corporate delivery frameworks.
  • Providing authoritative programme delivery expertise across high‑risk, high‑value programmes.
  • Overseeing performance reviews, assurance processes, and delivery confidence assessments.
  • Ensuring robust financial oversight, benefits tracking, and alignment with the MTFS.
  • Building capability through training and communities of practice.
  • Deputising for the CPMO Manager.

About You

You will bring extensive experience in a corporate PMO, monitoring crosscutting programmes in a large public sector setting. Essential skills include:

  • Expert knowledge of MSP, PRINCE2, Agile.
  • Track record of delivering transformation and managing multi‑million‑pound budgets.
  • Experience in benefits realisation, risk management, assurance, planning, dependency management and governance.
  • Ability to lead and develop teams.
  • Skilled stakeholder management, presenting to senior boards.
  • Relevant professional qualification or equivalent experience.
