Procurement Manager for Corporate Services

Job Summary

The Sourcing Manager for ICT with a focus on clinical will provide procurement advice and delivery of procurement activities working closely with colleagues across the Trust. The job holder will work with a wide range of stakeholders in Clinical Directorates, ICT and Data Research, Innovation and Virtual Environments (DRIVE), the Trust's innovation unit through data and digital technologies, with partnerships across the NHS, industry and academia. The job holder will use competitive tendering to deliver value for money for the Trust. They will also advice on Standing Financial Instructions and Scheme of Delegation to ensure these are appropriate understood and implemented. Delivery of savings working collaboratively with stakeholders will be an integral part of the role.

Main Duties of the Job

  • Responsible for managing a broad portfolio of complex procurement projects and contracts across diverse categories.
  • Leads end-to-end sourcing activity, including market analysis, supplier engagement, tendering, evaluation, contract negotiation, and award using Atamis.
  • Provides expert advice on market trends, supplier behaviour, and procurement strategies, ensuring alignment with NHS frameworks and promoting value, innovation, and competition.
  • Manages high-value and complex contracts, ensuring robust documentation, approvals, and mobilisation.
  • Monitors supplier performance, supports contract managers in resolving underperformance, and oversees contract changes in line with Procurement Act 2023.
  • Maintains accurate contract records and ensures compliance with NHS terms and governance requirements.
  • Drives compliance with Standing Financial Instructions, procurement regulations, and internal policies, while identifying and delivering annual savings targets.
  • Challenges stakeholders to ensure early procurement involvement and value for money, supporting audits and minimising risks such as single tender actions.
  • Builds strong stakeholder relationships, proactively identifying procurement needs and ensuring seamless collaboration with internal teams and PPS.
  • Provides leadership through line management, coaching, and training, enhancing procurement capability across the organisation and promoting best practice and legal compliance.

  • Excellent planning and organisational skills to be able to plan and deliver procurement activity at pace bringing along a wide range of internal and external stakeholders.
  • Good analysis skills to assess complex and extensive data sets and draw valid conclusions and recommendations.
