Licensing & Community Safety Manager

Location: [Employer hidden — sign up to reveal] (Hybrid: 1 day on-site, 1 day remote)
Start Date: 27th April 2025
Contract Type: Contract (5 days per week)
Pay: Negotiable

The Role

As the Licensing Manager, you’ll take a lead role in overseeing and delivering the council’s licensing functions across areas such as alcohol and entertainment, taxis, gambling, and other regulatory licensing frameworks. You’ll provide expert guidance, ensure legal compliance, and support the authority in delivering an efficient and customer‑focused licensing service.

Key Responsibilities

  • Lead and manage the delivery of licensing services in accordance with statutory requirements and council policies.
  • Provide expert advice to members, stakeholders, and applicants on licensing legislation and processes.
  • Oversee and process licence applications, renewals, and reviews.
  • Prepare and present reports to Licensing Committees and sub‑committees.
  • Ensure enforcement activity is carried out appropriately and proportionately.
  • Liaise with internal departments, legal teams, elected members, and external partners such as the police and public protection bodies.
  • Drive service improvements and contribute to the development of licensing policies.

What We’re Looking For

  • Strong knowledge of licensing legislation (Licensing Act 2003, Gambling Act 2005, taxi licensing frameworks, etc.).
  • Proven experience working within a local authority licensing team, ideally at officer or manager level.
  • Excellent communication and report‑writing skills, including presenting to committees.
  • Ability to manage caseloads, deadlines, and stakeholder expectations effectively.
  • Confident decision‑maker with strong professional judgement.
