Senior Neighbourhood Housing Officer - 12 Month Contract

[Employer hidden — sign up to reveal] Group is hiring a Senior Neighbourhood Housing Officer for a 12-month fixed-term contract based at The Observatory, Liverpool City Centre Office. This is a full-time, on-site role within the North Liverpool Neighbourhood Pilot.

Salary: £36,288 (pending pay review) | Hours: 37 per week | Closing date: 19-05-2026

What you’ll be doing:

  • Supervise, mentor and support Housing Officer Apprentices, ensuring their development and successful progression.
  • Support the Neighbourhood Team Leader in delivering a high-quality, customer-focused tenancy and estate management service.
  • Provide day-to-day guidance to Neighbourhood Housing Officers, supporting them with complex or sensitive cases.
  • Undertake a range of Neighbourhood Officer duties, including managing your own patch where required.
  • Assist in monitoring team performance, using data and KPIs to drive service improvements and ensure targets are met.
  • Investigate complaints and ensure responses are delivered within agreed timescales, including supporting Councillor enquiries.
  • Oversee and support complex cases including anti-social behaviour, tenancy breaches, succession claims and safeguarding concerns.
  • Support the management of compliance-related cases, including no access and decant cases, ensuring risks are effectively managed.
  • Carry out audit checks on tenancy and ASB cases to ensure compliance with procedures and high-quality case management.
  • Support induction and training of new starters, helping to embed a strong performance culture within the team.
  • Work collaboratively with internal teams including Safer Estates, Assets and Tenant Involvement to deliver joined-up services.
  • Build and maintain strong relationships with external partners, stakeholders and local agencies, representing the organisation at meetings.
  • Support the delivery of neighbourhood plans, estate walkabouts and community engagement activities.
  • Contribute to service improvements, helping to create safe, clean and well-managed neighbourhoods.
  • Promote tenant engagement and support resident involvement in shaping services.
  • Ensure all activity aligns with safeguarding, health & safety, equality and regulatory requirements.
  • Participate in out-of-hours on-call rota where required.

What we’re looking for:

  • Experience working in housing management or delivering services in a similar environment.
  • Strong knowledge of housing legislation, tenancy management and best practice.
  • Experience supervising, mentoring or supporting colleagues within a team.
  • Experience managing complex caseloads, including anti-social behaviour and tenancy-related issues.
  • Strong communication and interpersonal skills, with the ability to influence and build relationships with a wide range of stakeholders.
  • Ability to manage a varied workload, prioritising effectively and working both independently and as part of a team.
  • Experience using data to monitor performance and drive service improvements.
  • Ability to coach and support others, promoting high performance and continuous improvement.
  • A proactive, resilient and solution-focused approach to work.
  • Commitment to safeguarding, equality, diversity and excellent customer service.
  • GCSEs (or equivalent) in English and Maths.
  • CIH Level 3 (or willingness to work towards) is desirable.
  • Full UK driving licence and willingness to travel as required.

Interview Process:

Candidates will be invited to attend an interview on Wednesday 27th May 2026 at the Liverpool City Centre Office, including a competency-based discussion.
