Senior Capital Project Manager

[Employer hidden — sign up to reveal] is embarking on an ambitious programme of transformation of its services, its estate and wider infrastructure. The [Employer hidden — sign up to reveal] has been selected for investment under the government's New Hospital Programme and is undertaking a phased redevelopment of the Derriford estate over the next decade. We are now looking for a Senior Capital Projects Manager to join our Future Hospital Programme team, to manage the delivery of our Emergency Care Building and support major capital projects both in Derriford and across Plymouth.

Main duties of the job

This is an opportunity to be part of a significant and rewarding change programme that goes beyond pure construction to shape the future delivery of clinical services. Preference will be given to internal [Employer hidden — sign up to reveal] staff, as well as 'Priority' and 'At Risk' status including NHS At Risk staff throughout Devon who are able to display recent relevant experience as dictated by the Person Specification. Available as a fixed term contract or secondment opportunity. Interviews for the role will be held on Monday 29 June 2026.

Job responsibilities

  • Be able to support the achievement of recurrent financial balance.
  • Be able to develop robust and effective partnerships with all key specialist stakeholder groups such as Infection Prevention and Control, Fire, Security and Radiation Protection Advisors.
  • Contribute to delivery of the [Employer hidden — sign up to reveal] strategic objectives and business drivers.
  • Contribute to the development of Policy to ensure the [Employer hidden — sign up to reveal] is compliant with all statutory and technical standards for the delivery of major capital projects.
  • Design, develop and implement processes to ensure the effective delivery of major capital projects change and provide quality assurance they are being delivered in accordance with best practice.
  • Be able to act with a high degree of autonomy, managing own work load and overseeing highly technical projects.
  • Be able to provide detailed and regular financial management and reporting of capital projects to the Associate Director, Future Hospital Programme, Associate Director of Finance, and Director of Estates & Facilities.
  • Deputise for the Associate Director, Future Hospital Programme as required.
  • Have the ability to lead discussions and gain agreement from a range of stakeholders, often with differing priorities, within the set time constraints; occasionally this will require difficult decisions to be made regarding priorities in the best interests of the [Employer hidden — sign up to reveal], staff and service users.
  • Ability to analyse and trouble shoot complex estates and environmental problems ensuring resolution is achieved through a constructive process.
  • Ability to develop outline and detailed business case proposals, aimed at improving service delivery and to support new clinical pathways.
  • Ability to provide specialist advice on every aspect of project delivery and related services to support corporate activities and decision making.
  • Work closely and collaboratively with all parts of the Estates & Facilities Directorate to ensure all aspects of Estates & Facilities processes and plans are complied with and considered within strategic plans.
  • Ability to undertake any other reasonable duties as requested, this may include responsibilities not normally covered on a day-to-day basis.

Person Specification

Knowledge & Experience (Essential)

  • High level of experience of working in a senior estates role managing major capital projects.
  • Demonstrable experience of working within acute NHS [Employer hidden — sign up to reveal].
  • Understanding of the working of an acute NHS Hospital.
  • Track record of leading complex organisational change.
  • Demonstrable experience of working with key stakeholders e.g. Council of Governors, Patient Groups
  • Management of significant budgets.

Qualifications (Essential)

  • Masters Degree in Building or Estates related discipline or Post Graduate management or project management qualification (or equivalent demonstrable experience).
  • Membership of an appropriate professional body (e.g. Institution of Chartered Surveyors or Engineers).
  • Commitment to Continuing Professional Development (CPD) beyond degree level.

Aptitude & Abilities (Essential)

  • Leadership skills and able to influence across internal and external boundaries.
  • Highly developed verbal and written communication skills.
  • Ability to work constructively and communicate with a wide range of professionals and staff at all levels.
  • Ability to manage and meet priorities and deadlines.
