Location: South East England
Day rate: £500 - £600 per day

Role Overview

As Programme Manager (Environment), you will be brought in to supplement leadership capacity within an Environment directorate at a critical time, supporting complex, high‑profile programmes that directly impact communities, services and long‑term sustainability. You will be trusted to take ownership from day one – providing clarity, pace and assurance across a varied portfolio.

Key Responsibilities

  • Leading programme and project delivery across key environmental priorities
  • Driving business case development and options appraisals to support investment decisions
  • Providing senior programme governance, assurance and reporting
  • Supporting delivery across private sector housing, regulatory services and waste / street scene
  • Bringing structure, momentum and leadership to climate change, parks and open spaces initiatives

Required Experience

  • Proven background in programme management within an environmental or place‑based setting
  • Strong understanding of local authority or public sector delivery environments
  • Demonstrable experience across environmental services, climate or regulatory functions
  • Ability to develop robust business cases, delivery plans and governance frameworks
  • Confident operating at pace, influencing senior leaders and managing competing priorities
