Main Purpose
Ensuring the effective commercial management of [Employer hidden — sign up to reveal]'s assets, of high quality Planned Works and Compliance related investment to regions within the relevant area of operation. Ensuring that the investment is planned effectively to maximise efficiencies, is affordable, matches [Employer hidden — sign up to reveal]'s investment standards, is delivered to a high standard with minimal defects, and a high level of customer satisfaction is achieved.
Key Responsibilities
- Prepare or assist in the development of specifications, drawings, bills of quantities and schedule of rates to enable the invitation of tenders and quotations. Work in conjunction with [Employer hidden — sign up to reveal]'s procurement team for the delivery of pilot schemes and to ensure that suitable contracts are in place for the delivery of the Region's Programme. Additionally, suitable knowledge of appropriate quantity surveying software packages is required.
- Provide support on the correct interpretation of contract terms and conditions, ensuring that [Employer hidden — sign up to reveal]'s commercial risk is effectively managed, payments made reflect [Employer hidden — sign up to reveal]'s obligations under the contract, advising on contract strategies required to reduce risk and improve performance.
- Ensure the affordable delivery of the investment programme, the effective management and monitoring of budgets in respect of your function including undertaking regular benchmark reviews, forecasting, cash-flow projections and monitoring.
Essential Criteria
- (i) A degree or equivalent Level 6 qualification in a Building/Construction related discipline plus 1 year's relevant experience working within a Building/Construction function OR (ii) BTEC Higher or equivalent Level 5 qualification plus 2 years' experience OR (iii) Equivalent CPD/experiential learning and at least 3 years' experience.
- Can demonstrate a minimum of 1 year's experience of commercial working knowledge in planning and delivery of a value for money construction programme, and responsibility for budgets and financial controls within NEC 3/4 construction contracts.
- Can demonstrate significant experience in 2 of 5 areas: performance monitoring statistics, producing performance reports, technical advice and guidance, policy implementation, or project management.
- Excellent planning, organisational, interpersonal, and influencing skills with strong customer orientation.
- Current driving licence or alternative transport.
