Learning & Development Manager
[Employer hidden — view at passion-project.co.uk] is recruiting for a Learning & Development Manager to join the IPS Grow team. Reporting to the Head of Workforce & Engagement, you will provide senior professional leadership for IPS Grow’s learning and training provision.

The Opportunity
The role brings specialist expertise in learning systems, quality assurance and accredited provision to ensure IPS Grow’s learning pathways – including accredited qualifications, onboarding and e‑learning, remain robust, well governed and aligned with national workforce priorities. Working closely with Senior Workforce Leads, the Workforce Manager and external partners, you will strengthen learning quality, assurance and sustainability as the programme continues to operate at national scale.
About IPS Grow
IPS Grow is a national programme designed to support the expansion of Individual Placement and Support (IPS) services across England and Wales. The programme is led by [Employer hidden] in partnership with the Centre for Mental Health and is funded by NHS England, the Department for Work and Pensions (DWP), and the Office for Health Improvement and Disparities (OHID).
Key Responsibilities
- Act as the internal professional lead for learning, training and capability building.
- Lead the ongoing development and delivery of IPS Grow’s learning and development approach, ensuring alignment with workforce priorities, service quality and IPS fidelity.
- Lead IPS Grow’s role as a training and learning provider, including responsibility for governance arrangements, quality frameworks and compliance with external standards.
- Maintain strong relationships with awarding bodies, regulators and quality assurance partners, ensuring credibility, consistency and continuous improvement.
- Establish and oversee internal quality assurance (IQA) processes, including assessment design, sampling, moderation and standardisation.
- Act as internal lead for provider integrity, ensuring all learning meets regulatory, accreditation and data governance requirements.
- Play a lead role on IPS Grow’s learning management system (LMS), ensuring it supports high‑quality learner journeys, accessibility and effective reporting.
- Ensure learning systems are resilient to changes in funding, scale, national priorities and workforce demand.
- Oversee system configuration, content management and use of learning data to inform improvement and assurance.
- Take a provider‑ and business‑minded approach to learning, balancing educational quality with organisational sustainability.
- Provide professional leadership on adult learning, curriculum design, assessment and learner experience.
- Develop and test long‑term delivery and operating models, including exploring routes to scale, partnership and financial sustainability.
- Work closely with the Workforce Manager to align learning pathways with workforce planning, onboarding and competence development.
- Maintain oversight of learning performance and risk, reporting to the Head of Workforce & Engagement and funders as required.
- Contribute to programme‑wide planning, assurance and delivery activity.
Person Specification
Successful candidates will be able to demonstrate:
- Senior responsibility for delivering or overseeing an accredited learning offer or training provision, including governance, quality assurance and external compliance.
- Proven experience leading the quality and sustainability of accredited or regulated learning provision at scale.
- Experience working with awarding bodies, regulators and/or external quality assurance frameworks.
- Strong knowledge of adult learning, assessment and digital learning within regulated or accredited contexts.
- Experience providing strategic leadership to specialist or subject matter expert teams.
- Experience working in health, education, employment or other regulated, mission‑driven environments.

Desirable:
- Experience setting up or managing accredited qualifications (e.g. Level 4 or equivalent).
- Experience leading LMS optimisation or digital learning at scale.

- Experience operating within nationally commissioned workforce programmes.
