Job Details
To ensure the safe, efficient, and fully compliant operation of all Staffordshire Household Waste Recycling Centres (14 HWRCs and one Transfer Station), in accordance with Environmental Permits, Planning Permissions, Council policies, and all relevant legislative requirements. The role supports the delivery of high recycling and diversion performance, consistently strong customer service standards, and effective, well-managed sites that operate safely, sustainably, and cost‑effectively for residents and the Council.
Main Responsibilities
- Deputise for the Assistant HWRC Operations Manager and act as Technically Competent Person, ensuring full legal, environmental, and Duty of Care compliance.
- Manage day‑to‑day HWRC operations, ensuring safe, efficient service delivery, high customer service standards, and maximised recycling with minimal contamination.
- Oversee staffing and people management, including rotas, absence cover, training, development, and employee relations matters.
- Ensure Health & Safety compliance across all sites, including equipment, plant, vehicles, traffic management, emergency procedures, and incident investigation.
- Supervise contractors and site standards, ensuring adequate haulage provision, waste controls, cleanliness, infrastructure upkeep, and enforcement of site rules and permit schemes.
- Liaise with customers, contractors, and Council departments, handling complaints, maintaining accurate records, and supporting investigations into conduct or malpractice.
The Ideal Candidate
We're looking for someone who has:
- NVQ Level 4 in Waste Management Operations (Essential) and GCSEs (or equivalent) in English and Maths; full, clean driving licence.
- Experience in waste management or recycling operations within a regulated environment.
- Proven experience supervising staff, including performance management, rotas, attendance, and day‑to-day people issues.
- Strong knowledge of waste management legislation, Environmental Permits, and Duty of Care requirements, with demonstrable compliance experience.
- Sound understanding and practical application of Health & Safety legislation in high‑risk operational settings, including incident investigation and corrective actions.
- Experience managing contractors and third‑party service providers, with willingness to undertake and maintain required training for plant and equipment.
