We're seeking an experienced Commissioning Manager to join our Older People and Physical Disability Commissioning Team.

This is a high‑profile role within a team of five Commissioning Managers, leading key programmes that support adults to remain independent, healthy, and connected within their communities. You will play a vital part in shaping future commissioning approaches, working closely with health partners, providers, and people who use services.

We're seeking an experienced Commissioning Manager to join our Older People and Physical Disability Commissioning Team.

This is a high‑profile role within a team of five Commissioning Managers, leading key programmes that support adults to remain independent, healthy, and connected within their communities. You will play a vital part in shaping future commissioning approaches, working closely with health partners, providers, and people who use services.

Main Responsibilities

You will lead on commissioning activity across a range of priority areas, including:

  • Supporting adults of all ages to live independently in the community for longer
  • Equipment and assistive technology for people in their own homes
  • Developing and strengthening the interface between NHS and social care markets
  • Staffordshire Housing with Care Strategy 2024 - 2029

Your wider responsibilities will include:

  • Developing and delivering commissioning strategies and plans aligned to the Council’s strategic objectives
  • Leading future commissioning arrangements for equipment and technology
  • Co‑producing innovative, outcome‑focused services with people who use services and their carers/families
  • Managing programmes and projects to agreed timescales and budgets
  • Building and maintaining positive relationships with providers and key internal and external partners
  • Driving greater collaboration with NHS commissioners and other local authorities
  • Translating best practice and learning into practical commissioning solutions

The Ideal Candidate

You will be a confident and experienced commissioner with strong strategic and operational insight. You will bring:

  • Proven experience of commissioning within adult social care and/or health
  • Strong analytical skills, able to use data and evidence to set priorities and inform decision‑making
  • A thorough understanding of adult social care legislation and practice, including strength‑based approaches and personalisation
  • A detailed understanding of the NHS and the wider health and care system
  • A track record of engaging with and shaping markets to improve outcomes
  • Excellent communication skills and the ability to build trusted relationships with a wide range of stakeholders
  • A clear commitment to engagement and co‑production, with experience of involving people who use services and their families/carers

This role will suit someone who can think strategically while remaining grounded in the realities of service delivery.
