This is a management role with real influence — leading on air quality, pollution control, contaminated land, environmental permitting, noise and major infrastructure impacts, while shaping policy, strategy and enforcement practice in a large, diverse and fast‑growing borough.

About the role

Reporting to the Head of Environmental Health & Trading Standards, you will provide leadership and direction for the Council’s Environmental Protection function, ensuring statutory duties are met while driving continuous improvement and innovation.

Key responsibilities include:

  • Leading and managing the Environmental Protection team, including specialist officers covering air quality, noise, contaminated land and major projects
  • Delivering the Council’s statutory environmental protection and pollution control functions, including Part A/B environmental permitting
  • Acting as the Council’s expert lead on air quality, noise, land contamination and pollution impacts, including advising planning and development management
  • Managing environmental impacts arising from major infrastructure and regeneration projects, negotiating monitoring and mitigation with developers and partners
  • Overseeing the Council’s air quality and noise monitoring networks, including procurement and contract management
  • Developing and delivering strategies, action plans and policies through the political process, aligned with climate change and public health priorities
  • Commissioning services and identifying opportunities for external funding and income generation
  • Leading staff development, performance management, recruitment and change

About you

You will be a credible environmental protection professional with leadership experience.

Essential experience

  • Substantial management experience within an enforcement‑based public protection or regulatory service
  • Strong working knowledge of environmental protection and pollution legislation, including enforcement practice
  • Experience managing complex, high-risk cases and overseeing legal processes
  • Experience of advising senior officers and elected members
  • A track record of service improvement, change management and staff development

Essential qualifications

  • A scientific or Environmental Health degree (or equivalent)
  • Competency in at least two environmental protection specialisms relevant to the role
  • Evidence of continuous professional development

You will also be:

  • Politically aware, resilient and solutions‑focused
  • Confident working with partners, communities and developers
  • Committed to high standards, fairness and improving outcomes for residents

Why join Ealing?

Ealing is one of London’s largest and most diverse boroughs, with:

  • Seven town centres and major regeneration
  • Significant transport and infrastructure investment
  • Real environmental challenges — and real opportunities to make a difference

You’ll be part of a council that values professional judgement, innovation and public service, offering flexible working, strong leadership support and the chance to shape policy and practice at scale.
