As the Commissioning Manager – Social Care, you will play a pivotal strategic role, reporting directly into the Head of Adult Commissioning. You’ll lead a portfolio of high‑value commissioning activity, guide a dedicated team, influence budgets, shape markets and drive innovation across complex social care, housing and health systems. Your Role as Commissioning Manager – Social Care:
• Lead strategic commissioning, service development and transformation
• Drive the creation of commissioning strategies, service models and market‑shaping plans
• Oversee procurement, compliant routes to market, and robust, outcome‑focused specifications
• Analyse needs assessments, performance data and market intelligence to drive decisions
• Build strong partnerships across health, housing, the voluntary sector and regional networks

Your Experience as Commissioning Manager – Social Care:
• Strong grounding in social care legislation, statutory duties and commissioning frameworks
• Significant experience in strategic commissioning and service development
• Knowledge of procurement regulations, including the Procurement Act 2023
• Skilled in contract performance, benchmarking and delivering value for money
• Excellent communicator, able to influence, problem‑solve and manage complex workloads
