Build the Public Sector Engine for a retail business worth over £400 million. [Employer hidden — view at passion-project.co.uk] is one of the UK’s largest and fastest-growing online retailers, housing market-leading brands such as Laptops Direct, Appliances Direct, and Furniture123.

We are now seeking a Head of Public Sector Frameworks to lead a significant strategic initiative: developing and expanding our presence in the UK public-sector procurement market.

This is a greenfield leadership role where you’ll establish and lead our public sector frameworks and tendering capabilities, securing positions on key procurement frameworks and unlocking significant new revenue opportunities across IT hardware, appliances, and furniture.

This role extends well beyond traditional bid writing. You’ll influence our Business-to-Government (B2G) commercial strategy, enabling [Employer hidden] to access millions of pounds of public-sector spend.

What You'll Be Doing

Public Sector Framework Strategy:

  • Identify and prioritise key UK public sector frameworks and DPS opportunities.
  • Develop and manage a 12–24-month tender pipeline through portals such as Find a Tender, Contracts Finder, CCS, YPO, ESPO, NHS Supply Chain, and university consortia.
  • Guide go/no-go decisions based on commercial viability, margin, and operational capacity.

Bid & Tender Management

  • Manage the complete lifecycle of public sector tenders, including SQ, ITT, and RFQ submissions.
  • Collaborate closely with Buying and Finance teams to create competitive commercial pricing strategies.
  • Produce high-quality tender responses that showcase [Employer hidden]’s strengths in supply resilience, sustainability, and social value.

Compliance & Governance

  • Act as the internal expert on Public Contracts Regulations (PCR 2015) and the forthcoming Procurement Act 2023.
  • Develop and embed a Social Value strategy aligned with public sector evaluation criteria (PPN 06/20).
  • Ensure full compliance across all framework and tender submissions.

What We're Looking For

Essential Experience:

  • Proven success securing positions on major UK public sector frameworks, particularly Crown Commercial Service (CCS).
  • Experience tendering for product-based contracts (IT hardware, appliances, AV, or furniture).
  • Strong understanding of UK public procurement regulations, particularly PCR 2015.

  • Strong commercial acumen with the ability to set competitive prices while safeguarding margins.
  • Excellent stakeholder management across commercial, finance, and category teams.
  • Exceptional written communication skills and the ability to produce high-standard tender responses.

Package

  • Salary: £70,000 – £85,000 (DOE)
  • Bonus: Up to 15–25% performance bonus
  • Car Allowance: £5,000 annually
  • Location: Hybrid working (2–3 days per week in Huddersfield).
