Programme Manager - Transformation - 10 month contract or internal secondment

Lead the change. Shape the future. Build the Infrastructure Management model.

As Programme Manager, you will lead one of [Employer hidden]’s critical transformation programmes. You’ll ensure change is delivered with clarity, pace, governance, and measurable impact — enabling new operating models, redesigned processes, and the cultural shift required to achieve long-term strategic goals.

In this role, you won’t just deliver milestones — you’ll shape how the organisation operates for years to come. This is a hybrid role with a minimum of 2 days per week in our Central Reading office.

What you’ll be here to do:

You’ll combine programme leadership, governance rigour, and change expertise to deliver complex transformation successfully. You’ll:

Programme Delivery & Governance

  • Lead the delivery of transformational outcomes to agreed goals and sponsor expectations.
  • Establish robust governance and assurance frameworks.
  • Monitor progress, manage risks and issues, and ensure business readiness for change.
  • Chair governance forums and provide clear, timely reporting to leadership and shareholders.
  • Ensure the overall coherence, quality, and integrity of the programme from initiation to closure.

Operating Model & Organisational Transformation

  • Support the design and implementation of new operating models.
  • Lead business process redesign, organisational redesign, and culture change initiatives.
  • Work closely with Communications and Finance to articulate a compelling change narrative and business case.

Risk, Interdependencies & Recovery

  • Proactively manage programme interdependencies across multiple directorates.
  • Initiate corrective action and recovery plans where required.
  • Resolve conflict through influence, negotiation, and evidence-based decision making.

Financial & Benefit Realisation

  • Own programme budget management — forecasting, tracking spend, and ensuring benefits delivery.
  • Identify efficiency and cost-saving initiatives that support shareholder value.
  • Ensure benefits are clearly defined, tracked, and realised through governance processes.

Capability & Continuous Improvement

  • Contribute to the continuous improvement of programme and change methodology within [Employer hidden].
  • Share best practice and raise standards of execution across the organisation.
  • Coach and challenge leaders to role model the [Employer hidden] Way and embed a high-performance culture.

Who we’re looking for:

You’re an experienced transformation leader who combines strategic thinking with disciplined delivery. You’ll have:

  • Demonstrable experience leading complex programmes and large-scale transformation.
  • Strong expertise in change management and operating model design.
  • Proven track record delivering organisation redesign and process transformation.
  • Highly developed stakeholder management and influencing skills — able to gain credibility with senior shareholders and leadership teams.
  • Significant experience resolving conflict through negotiation and direct influence.
  • Strong experience briefing and influencing senior leaders.

  • Experience working within a Joint Venture.
  • Telecommunications or infrastructure sector experience.
  • Broad understanding of organisational interdependencies and portfolio delivery models.
