The Role

Our client is seeking an experienced Business Development Manager to lead tendering activity and support relationship development within the public sector. This role is central to securing new project opportunities and building a robust, sustainable pipeline of work. The successful candidate will take ownership of bid activity while also representing the business at meetings, events, and networking engagements with key public sector stakeholders.

Key Responsibilities

Tendering & Bid Management

  • Identifying new project opportunities via frameworks, procurement portals, and direct routes
  • Managing the end-to-end submission of PQQs, ITTs, and tender responses
  • Collaborating with operations, commercial, and estimating teams to ensure bids are viable and competitive
  • Maintaining and developing a bid library, including case studies, CVs, project data, and policies
  • Tracking tender outcomes and implementing lessons learned to improve success rates

Public Sector Relationship Development

  • Attending meetings with public sector clients and framework representatives
  • Participating in networking events, engagement sessions, and industry forums
  • Organising client briefings, site visits, and informal touchpoints
  • Maintaining accurate records of client interactions, requirements, and opportunity timelines

Strategic Support & Market Intelligence

  • Managing a CRM of public sector stakeholders, consultants, and key contacts
  • Monitoring sector trends, funding announcements, and policy changes
  • Supporting framework applications and capability statements
  • Working collaboratively with internal teams to identify aligned opportunities

Skills & Experience Required

Essential:

  • Proven experience preparing and submitting construction tenders for public sector clients
  • Strong understanding of frameworks, DPSs, and public procurement compliance
  • Confident communicator with client-facing experience
  • Highly organised with the ability to manage multiple deadlines
  • Excellent written English and attention to detail

Desirable:

  • Established contacts within housing associations, local authorities, or procurement bodies
  • Experience using common public sector procurement portals
  • Knowledge of affordable or social housing delivery environments
  • Familiarity with document design or bid presentation tools
