HR Operations Manager

We’re seeking an experienced and dynamic Interim HR Operations Manager to provide immediate leadership and stability across the HR Operations function on a initial 5 month contract. This is a pivotal role that will shape the future of HR service delivery, embed performance standards, and restore stakeholder confidence in the professionalism and reliability of our HR services.    Role Purpose To lead and develop HR Operations, ensuring the delivery of efficient, customer-focused, and digitally enabled services. You’ll establish KPIs and service standards, drive improvement initiatives, and position the service to scale and adapt to future organisational needs.    Key Responsibilities    Leadership & People Management

  • Lead and support the HR Team Leader and team to ensure high-quality service delivery
  • Integrate Assistant HR Business Partners into the Shared Service Centre model
  • Champion inclusive, visible leadership aligned with Council values

Operational Excellence

  • Rapidly implement KPIs and SLAs for HR Operations
  • Clearly communicate service standards and the HR Ops offer to stakeholders
  • Deliver consistent and timely HR support across the employee lifecycle

Data & Reporting

  • Collaborate with the HR Data & Insights team to design performance reporting tools
  • Strengthen data integrity and analytics to inform strategic decisions

Improvement & Transformation

  • Own and deliver the HR Operations improvement plan
  • Refine HR templates, procedures, and systems for efficiency and scalability
  • Explore AI and digital tools to enhance service delivery and job enrichment
  • Conduct resource analysis and make evidence-based recommendations

Stakeholder Engagement

  • Lead engagement efforts to rebuild trust in HR Operations
  • Foster strong relationships with managers, staff, trade unions, and corporate leaders

Skills & Experience

  • Proven leadership in HR Operations or Shared Services within local government or complex public sector environments
  • Strong track record of performance improvement and service standard implementation
  • Experience in transformation and process redesign, ideally in unionised settings
  • Expertise in workforce capacity planning and technology-driven efficiency
  • Skilled in HR data management and analytics
  • Excellent stakeholder engagement and communication skills
  • Understanding of audit and compliance in public sector HR

This role will be hybrid based and is offering a hourly rate of £60.76 paid via a umbrella company
