HR Business Partner

We are seeking a HR Business Partner to work on a initial 5 month contract for a busy Public Sector business. About the Role As a senior member of the HR Operations team, you’ll play a pivotal role in delivering the people strategy. You’ll act as a strategic advisor to senior leaders, driving organisational development, embedding cultural change, and ensuring people-related issues are at the heart of service design and delivery. This is a high-impact role where you’ll balance strategic leadership with hands-on delivery, helping position the business as an employer of choice. Key Responsibilities Strategic Leadership & Partnership

  • Align HR strategies with long-term organisational goals and financial sustainability
  • Lead organisational design, workforce planning, and change management programmes

Talent & Culture

  • Shape succession planning, leadership development, and talent acquisition strategies
  • Champion the “At Our Best” programme to drive engagement, inclusion, and high performance
  • Embed values-driven behaviours and new ways of working across services

Performance & Capability

  • Drive performance management and capability building across teams
  • Provide coaching and risk-based advice to senior managers and leaders

Data & Insights

  • Commission and interpret HR analytics to inform evidence-based decisions
  • Lead responses to employment data requests and staffing information

Employee Relations & Risk

  • Advise on complex employee relations issues, ensuring compliance and mitigating risk
  • Maintain strong relationships with trade unions, especially during change initiatives

Innovation & Technology

  • Leverage digital solutions and explore AI to enhance service delivery
  • Commission Centres of Excellence to embed transformational HR interventions

Governance & Policy

  • Support the development and consistent application of HR policies and procedures
  • Ensure EDI is embedded in all HR practices and meets legal standards

Leadership & Influence

  • Be a visible, inspiring member of the HR Operations leadership team
  • Deputise for the Head of HR Operations when required
  • Act as a positive ambassador for HR Operations and the wider HR & OD Service

Skills & Experience

  • Proven experience as a strategic HR advisor or HR Business Partner in a complex public sector environment
  • Strong track record in organisational development, change management, and workforce planning
  • Excellent stakeholder engagement and communication skills
  • Skilled in HR analytics, risk management, and employee relations
  • Familiarity with digital HR tools and emerging technologies including AI
  • Commitment to equality, diversity, and inclusion
